Probabilistic Framework for Evaluating the Seismic Resilience of Transportation Systems during Emergency Medical Response

This paper presents a probabilistic framework for evaluating transportation-system resilience during post-earthquake emergency medical response. The work integrates hazard, risk, network, and agent-based models to quantify time-varying demand, capacity, congestion, hospital accessibility, social loss, and resilience outcomes, helping identify vulnerable zones and effective retrofit and emergency-response strategies.
